New Skills Fund 2024
Third Edition
Support for corporate training and employment
The Fondo Nuove Competenze (FNC) is a measure aimed at supporting workers’ continuing education, managed by ANPAL and promoted by the Ministry of Labor and Social Policy, in collaboration with the Ministry of Economy and Finance.
The FNC represents an opportunity to generate employment, enhance employee skills, and increase business competitiveness, while fostering digital and technological transition.
Available resources
Under the third 2024 window, 730 million euros have been allocated to finance training projects aimed at enhancing strategic skills and promoting new job creation.
Benefits for businesses
Enterprises participating in the FNC are eligible for reimbursement of the cost of workers in training:
● Reimbursement of up to 100% of wage charges for the training hours of the workers involved;
● Coverage of up to 60 percent of the contribution charges for the hours of training of the workers involved, which can go as high as 80 percent for Systems and Training Chains and 100 percent for training the unemployed.
In addition, companies that are members of Interprofessional Funds will be able to have grants to cover teaching expenses.
Method and Timing of Participation
To access FNC benefits, companies must submit a training project that meets the criteria defined in the interministerial decree. It is also necessary to sign an agreement
union to reshape working hours, allocating part of the workers’ hours to training.
Applications must be submitted exclusively through the Ministry of Labor’s platform, from Feb. 10, 2025 to April 10, 2025.
Lines of intervention provided
The FNC includes three main lines of intervention:
1. Training systems: for groups of enterprises coordinated by a large company.
2. Training chains: aimed at networks of small and medium-sized enterprises.
3. Individual interventions: for individual employers who participate independently.
