Bilateral bodies, regulated by Legislative Decree 276/2003 (known as the “Biagi Law”), are bodies set up on the initiative of the main associations of comparatively more representative employers and workers. The legislature defines them as privileged venues for regulating the labor market, with the task of:

– Promote regular and quality employment;
– Promote the matching of labor supply and demand;
– Plan and implement training activities, including in-company vocational training;
– Encouraging good practices for social inclusion and equal treatment;
– Manage mutual funds for training and income support;
– certify labor contracts and the regularity or fairness of contributions;
– Develop workplace health and safety initiatives;
– Carry out additional activities required by the relevant regulations or collective agreements.
In addition to these activities, bilateral agencies promote studies and research to improve the welfare of companies and workers, identify specific welfare plans, issue compliance opinions on apprenticeships, and provide ongoing updates on new legislation and other services of interest.
The National Co.N.A.P.I. is a constituent part of several bilateral bodies.
