In Legislative Decree No. 276 of September 10, 2003, implementing the Biagi Law and supplemented by Legislative Decree No. 251 of October 6, 2004, there is a definition of Bilateral Bodies where it is stated that they are constituent bodies at the initiative of one or more of the most representative associations.

For this purpose, on January 24, 2013, EBINART(Ente Bilaterale Nazionale Per Artigianato e Terziario) was established, with the collaboration of Conapi, Acai and Ugl Nazional. It pursues non-profit purposes but arose in the context of relationships to give companies and employees meaningful and concrete prospects for organization and growth, a point of reference in active labor policies.
